Norfolk County is a single-tier municipality on Lake Erie in southwestern Ontario, covering former towns and townships rather than one urban core. Simcoe is the county seat; Port Dover, Delhi, Waterford, and Port Rowan sit among farms that once specialized in tobacco and now grow a wider mix of crops.
