Strathcona County is a specialized municipality immediately east of Edmonton, combining the large urban hamlet of Sherwood Park with a wide rural hinterland. It is not a city: county government covers both the suburban hamlet and agricultural and industrial lands toward the Beaver Hills and the Industrial Heartland. Refineries and petrochemical plants sit along the North Saskatchewan River. About 99,000 people live in Strathcona County.
